Creates the Florida Ethics Center within the Office of Chief Inspector General in the Executive Office of the Governor to promote ethical leadership and transparency in government.

Center shall train and educate candidates, elected officials, and appointed officials about ethical concerns in government and conflicts of interest.

Center must be located in the Capitol Complex and shall be funded annually by the Legislature.

Center shall fund 2 resident ethics scholar positions from state research universities and 3 rotating ethics scholar positions from state colleges and universities.

Center shall produce educational materials, online courses, newsletters, journals, and host an annual national and international conference on government ethics, with fees for services to offset operating costs.
