Expands the City of Holmes Beach's municipal boundaries to include unincorporated submerged lands in Anna Maria Sound (Sarasota Pass) in Section 28, Township 34 South, Range 16 East, Manatee County, Florida.

Requires the City of Holmes Beach to apply Manatee County Comprehensive Plan, Manatee County Land Development Code, Manatee County Code of Ordinances, and the Florida Building Code to any county applications for construction, installation, and placement of infrastructure, utilities, navigational markers, or signage in the newly incorporated waters.

Transfers jurisdiction over the specified submerged lands from Manatee County to the City of Holmes Beach while requiring the city to apply county codes and state building standards to county projects in those areas.

Takes effect upon becoming law.
