Appropriates $1.9 million from the General Revenue Fund to compensate Barney Brown for wrongful incarceration lasting 38 years after his 1970 rape conviction was vacated in September 2008 due to significant doubt of guilt.

Directs the Chief Financial Officer to draw and issue a warrant for $1.9 million to Mr. Brown from the Department of Financial Services.

Declares the $1.9 million payment as sole compensation for all present and future claims arising from Mr. Brown's arrest, conviction, and incarceration.

Prohibits any additional awards including attorney fees, lobbying fees, costs, or similar expenses to Mr. Brown from the state, agencies, political subdivisions, or other entities in state or federal court.

Preserves the state's sovereign immunity defense and does not increase liability limits under Florida Statutes section 768.28 or any other law.
