Appropriates $350,000 from the General Revenue Fund to purchase an annuity for Clinton Treadway, who was wrongfully incarcerated for 7 years and 25 days after being convicted on February 6, 2006, of four counts of uttering a forged instrument and four counts of grand theft

Requires the annuity to have a term of at least 10 years, cannot be sold, discounted, or used as loan collateral, and must include beneficiary provisions in case of Treadway's death

Directs the Department of Legal Affairs and Department of Law Enforcement to immediately expunge Treadway's criminal record related to the wrongful conviction, with all expunction fees waived

Waives tuition and fees for up to 120 hours of instruction at any Florida career center, Florida College System institution, or state university, provided Treadway meets admission requirements and maintains satisfactory academic progress

Requires Treadway to execute a full release of all present and future claims against the State of Florida, its agencies, and the Sheriff of Polk County related to the wrongful arrest, conviction, and incarceration
