Appropriates $1.8 million from the General Revenue Fund to Wendy Smith and Dennis Darling, Sr., parents of Devaughn Darling, who died during football preseason training at Florida State University on February 21, 2001.

Completes payment of a $2 million settlement agreement between the parents and Florida State University, with the Division of Risk Management having already paid the statutory limit of $200,000.

Designates the combined $2 million total ($200,000 plus $1.8 million) as sole compensation for all present and future claims arising from Devaughn Darling's death.

Limits attorney fees, lobbying fees, costs, and related expenses to 25 percent of the $1.8 million appropriated under the act.

Takes effect upon becoming law.
