Appropriates $5,076,543.08 from the General Revenue Fund to compensate C.M.H. for injuries sustained due to negligence by the Department of Children and Families

Funds to be placed in an irrevocable trust for C.M.H.'s exclusive use and benefit after payment of attorney fees, costs, and lobbying expenses

Establishes that attorney fees and lobbying fees may not exceed 25 percent of the amount awarded under this act

Designates the combined payment from the Department of Children and Families ($100,000 paid under state law) and this appropriation as the sole compensation for all present and future claims arising from the incident described in the bill

Takes effect upon becoming law
