Appropriates $800,000 from the General Revenue Fund to the Department of Children and Families for relief of L.T., a victim of abuse while in state-supervised foster care placement.

Establishes that funds be paid to a special needs trust of L.T.'s choosing, administered by an institutional trustee, terminating on L.T.'s 30th birthday with remaining principal reverting to her or her heirs.

Waives all state lien interests resulting from treatment and care provided to L.T. related to the incidents described in the act.

Limits attorney fees, lobbying fees, costs, and similar expenses to a maximum of 25 percent of the total $800,000 award.

Takes effect upon becoming law, providing sole compensation for all present and future claims arising from L.T.'s injuries and damages.
