Authorizes North Broward Hospital District to pay $2 million to Michael and Patricia Rardin as compensation for catastrophic injuries resulting from negligent medical care on July 14, 2011.

Michael Rardin suffered permanent hypoxic brain injury after hospital staff failed to place him on cardiac/respiratory monitoring and delayed intubation for approximately 2 hours despite critical oxygen saturation levels of 53 percent.

First intubation attempt resulted in esophageal intubation, delivering oxygen to his stomach rather than lungs, causing cardiac arrest and prolonged oxygen deprivation to his brain.

Total settlement amount is $2.2 million, with $200,000 already paid under statutory liability limits; this bill provides the remaining $2 million as sole compensation for all present and future claims.

Caps attorney fees, lobbying fees, and related expenses at 25 percent of the $2 million awarded amount.
