• Repeals statutes governing capital collateral representation, death penalty sentencing procedures, execution warrants, and related capital punishment processes

• Removes death penalty sentencing provisions for capital drug trafficking felonies and other specific crimes while maintaining life imprisonment sentences

• Eliminates public records exemptions for capital collateral proceedings and identities of executioners

• Effective date: July 1, 2015
