Authorizes the state group insurance program to include high-deductible plans as an available coverage option for state employees.

Requires all employees hired on or after July 1, 2015, to participate exclusively in a high-deductible plan.

Eliminates state contributions to health savings accounts for employees hired after July 1, 2015, during the 2015-2016 fiscal year.

Sets state monthly contributions to health savings accounts at $41.66 for individual coverage and $83.33 for family coverage for employees hired before July 1, 2015, during the 2015-2016 fiscal year.

Takes effect July 1, 2015, unless HB 7097 or similar legislation is enacted in the same legislative session, in which case this act does not take effect.
