Creates the Florida Best and Brightest Teacher Scholarship Program administered by the Department of Education, beginning in the 2015-2016 school year, to provide categorical funding for teacher scholarships based on academic achievement.

Requires teachers to score at or above the 80th percentile on the SAT or ACT and be evaluated as highly effective under state law, with first-year teachers only needing to meet the test score threshold.

Requires school districts to submit the number of eligible teachers to the Department of Education by December 1 each year and provide scholarship payments to eligible teachers by April 1 each year.

Authorizes the Department of Education to disburse scholarship funds by February 1 annually in amounts prescribed by the Legislature, with per-teacher amounts prorated if eligible teachers exceed the total appropriation.

Defines "school district" to include the Florida School for the Deaf and the Blind and charter school governing boards; takes effect July 1, 2015.
