HB 5101 Summary

• Revises the definition of "rural hospital" to include critical access hospitals and adds a new category for hospitals with service areas of up to 100 persons per square mile based on discharge data from the previous 5-year period.

• Extends rural hospital designation through June 30, 2021 (changed from 2015) for certain critical access hospitals that received funds under section 409.9116 as of July 1, 2002, if they maintain 100 or fewer licensed beds and an emergency room.

• Removes community intermediate care facilities for the developmentally disabled from restrictions on changes in reimbursement rates under Medicaid provider reimbursement rules.

• Updates disproportionate share program payment calculations to include 2008 audited data (in addition to 2005-2007 data) and ensures certain nonstate government-owned hospitals eligible for payments on July 1, 2011 remain eligible during fiscal year 2015-2016.

• Directs achieved savings rebates from managed care plans exceeding 5 percent of revenue to be transferred to the General Revenue Fund, unallocated, and prohibits the Agency for Health Care Administration from partnering with other states for Medicaid fiscal agent operations.
