Amends section 409.991 to revise community-based care lead agency funding allocation beginning in fiscal year 2015-2016, increasing the prior year recurring base funding from 90 percent to 95 percent and reducing the equity allocation model portion from 10 percent to 5 percent.

Creates section 414.455 requiring the Department of Children and Families to obtain specific legislative authorization before seeking, applying for, accepting, or renewing any waiver of work requirements under the federal Supplemental Nutrition Assistance Program, unless expressly required by federal law.

The legislative authorization requirement for SNAP waivers becomes effective January 1, 2016.

The act takes effect July 1, 2015.
