Deletes the prohibition against adoption by homosexual persons and specifies that persons cannot be prohibited from adopting solely because they desire to educate an adopted child at home.

Establishes an adoption incentive program requiring the Department of Children and Families to conduct baseline assessments of lead agencies' adoption performance and negotiate outcome-based agreements with measurable targets to increase adoptions and award incentive payments.

Creates an adoption benefit program providing state agency employees who adopt children from foster care a lump-sum payment of $10,000 for special needs children or $5,000 for other children, with benefits limited to one award per child.

Requires community-based care lead agencies to contact adoptive families by telephone within 1 year after adoption finalization as a postadoption service and submit annual reports to the department documenting contact attempts and services provided.

Requires licensed child-placing agencies conducting intercountry adoptions to meet federal accreditation and supervision requirements and maintain records containing family and medical history, translated legal documents, and supervisory reports.
