Amends rulemaking deadlines by requiring agencies to draft and formally propose rules implementing new laws within timeframes specified in s. 120.74(4) and (5), rather than the previous 180-day deadline.

Requires each agency to prepare and publish an annual regulatory plan by October 1 listing all laws enacted in the previous 12 months that create or modify agency duties, including whether rulemaking is necessary and expected publication dates for notices of proposed rules.

Establishes specific deadlines: agencies must publish notice of rule development by November 1 and notice of proposed rule by April 1 of the following year, with extensions allowed by notice in the Florida Administrative Register.

Requires agencies to supplement regulatory plans within 30 days of any law enacted before the next legislative session that substantively modifies the agency's duties, with accelerated rulemaking deadlines of 60 days for notice of rule development and 120 days for proposed rule.

Repeals s. 120.7455 (legislative survey of regulatory impacts), rescinds rulemaking authority suspensions under s. 120.745, and takes effect July 1, 2015, with the rulemaking suspension rescission effective immediately.
