Repeals numerous Florida Statutes sections that expired or became inoperative by their own terms between 2013 and 2014, including provisions on coastal resort redevelopment (s. 163.336, expired Dec. 31, 2014), legislative review of agency rules (s. 120.745, expired July 1, 2014), the Medicaid/Public Assistance Fraud Strike Force (ss. 624.351–624.352, expired June 30, 2014), and the Medicaid managed care pilot program (s. 409.91211, expired Oct. 1, 2014).

Repeals s. 88.7011 to conform to the 2008 version of the Uniform Interstate Family Support Act, as required by federal Public Law No. 113-183 (signed Sept. 29, 2014).

Extensively restructures s. 409.912 (Cost-Effective Purchasing of Health Care) by deleting over 40 expired Medicaid subsections—including HMO contracting, prepaid behavioral health care, enrollment/disenrollment processes, managed care quality oversight, and various demonstration projects—and renumbering the 16 surviving provisions, which include provider service network contracting, federal waiver authority (expiring Oct. 1, 2016), fine authority ($2,500–$20,000 per violation), the prescribed-drug spending-control program (AWP minus 16.4% reimbursement, 14% minimum supplemental rebates), and DME provider requirements ($50,000 surety bond, accreditation, background screening).

Restructures s. 409.9122 (Mandatory Medicaid Managed Care Enrollment) by removing expired provisions governing MediPass, mandatory enrollment procedures, choice counseling, and primary care physician load limits, while retaining and renumbering 9 surviving provisions covering HIV/AIDS specialty plan assignment, hospital inpatient capitation rates, employer-sponsored coverage opt-out, encounter data systems, and medical loss ratio calculations.

Removes expired one-time fiscal year 2013–2014 transfer provisions directing money from the Internal Improvement Trust Fund (s. 253.01(2)(b)) and the Solid Waste Management Trust Fund (s. 403.709(1)(f)) to the Save Our Everglades Trust Fund.

Deletes expired provisions related to state employee health insurance eligibility for calendar year 2014, the Employer-Sponsored Benefits Study Task Force (expired June 30, 2014), and the additional unemployment compensation trust fund interest rate (expired July 1, 2014).

Removes detailed fertilizer investigational allowance tables from s. 576.061(1), which self-repealed July 1, 2014, in favor of department rulemaking authority, and deletes the expired animal control surcharge provision for Miami-Dade County (s. 828.27(4)(b)).

Deletes the annual allocation of up to $15 million from the State Transportation Trust Fund for transit authority transfers (s. 339.135(4)(a)), which covered fiscal years 2009–2010 through 2013–2014, and removes the expired qualified target industry local financial support reduction for specified counties (s. 288.106(4)(f), expired June 30, 2014).

Updates dozens of cross-references throughout the Florida Statutes—including in ss. 409.91195, 409.91196, 409.962, 636.0145, 641.19, 641.225, and 641.386—to conform to the renumbering of s. 409.912 and the deletion of its expired subsections.

Takes effect on the 60th day after adjournment sine die of the 2015 legislative session.
