Exempts e-mail addresses collected by the Department of Highway Safety and Motor Vehicles from public records disclosure when obtained during driver license or motor vehicle record transactions.

Applies the exemption retroactively to e-mail addresses held by the department before, on, or after the effective date of this exemption.

Subjects the exemption to the Open Government Sunset Review Act and automatically repeals the exemption on October 2, 2020, unless the Legislature reenacts it.

Cites increased risk of identity theft, customer scams, unwanted solicitations, and invasive contacts as justification for protecting customer e-mail addresses, noting that electronic transactions have significantly increased over the past two decades.

Takes effect upon becoming law.
