Authorizes employing agencies to pay up to $5,000 toward funeral and burial venue expenses for full-time law enforcement, correctional, or correctional probation officers killed in the line of duty (in addition to existing $1,000 benefit).

Permits municipalities to designate two-lane county roads within their jurisdiction for golf cart operation, after determining golf carts can safely travel on those roads.

Reduces minimum flag size requirement for vehicle loads extending beyond vehicle from 18 inches to 12 inches square; allows Department of Transportation to permit overlength trailers of up to 54 feet (reduced from 80 feet) for manufactured building transport.

Establishes rebuilt motor vehicle inspection pilot program in Miami-Dade County with private sector operators; reduces surety bond requirement from $100,000 to $50,000 and revises operator eligibility criteria; extends repeal date to July 1, 2018.

Adds voluntary contribution options to motor vehicle registration and driver license application forms to benefit Florida Breast Cancer Foundation and other charitable organizations; clarifies that contributions are not revenue income.
