Terminates the Central Florida Beltway Trust Fund (FLAIR number 55-2-074) within the Department of Transportation.

Transfers all current balances and revenues from the Central Florida Beltway Trust Fund to the State Transportation Trust Fund.

Requires the Department of Transportation to pay outstanding debts and obligations, with the Chief Financial Officer removing the terminated fund from state accounting systems.

Repeals section 338.250, F.S., relating to Central Florida Beltway Mitigation and removes the exemption from trust fund termination from chapter 2004-235, Laws of Florida.

Amends sections 259.101 and 259.105 (Florida Preservation 2000 Act and Florida Forever Act) to remove references to environmental mitigation funds required pursuant to section 338.250, effective July 1, 2015.
