• Creates sustainable transportation procurement requirements for agencies to consider vendors' use of alternative fuels and vehicle fuel efficiency when evaluating proposals for cargo, freight, and package delivery services.

• Defines "autonomous vehicle," "autonomous technology," and "driver-assistive truck platooning technology" in Florida traffic law; allows two truck tractor-semitrailer combinations equipped with platooning technology to operate with reduced following distances on multilane limited access facilities.

• Creates criminal penalties reclassifying a second noncriminal traffic infraction causing serious bodily injury or death within 5 years as a first-degree misdemeanor with mandatory 1-year driver license revocation.
