Terminates five trust funds within the Department of Education and Board of Governors of the State University System: Building Fee Trust Fund, Replacement Trust Fund, State University System Concurrency Trust Fund, State University System Law Enforcement Trust Fund, and Uniform Payroll Trust Fund

Transfers Building Fee Trust Fund balances and revenues to the Capital Improvement Fee Trust Fund and Replacement Trust Fund balances to each university's local account; all other terminated fund balances transfer to General Revenue Fund

Requires the Department of Education and Board of Governors to pay outstanding debts and obligations of terminated funds, with the Chief Financial Officer closing out and removing funds from state accounting systems

Amends section 932.7055 to require State University System police department forfeiture proceeds to be deposited into the employing state university's appropriate local account instead of the special law enforcement trust fund

Takes effect July 1, 2015
