CS/HB 7079 Summary: Specialty License Plates

• Reduces minimum presale voucher requirement from 4,000 to 1,000 units within 24 months before manufacturing specialty license plates can commence.

• Increases minimum active registration threshold from 1,000 to 4,000 plates for 12 consecutive months before department discontinues plate issuance, effective July 1, 2017.

• Deletes application requirements for establishing new specialty plates and revises presale procedures under section 320.08053.

• Creates 13 new specialty license plates with $25 annual use fees, including Bonefish and Tarpon Trust, Rotary's Camp Florida, Support Down Syndrome, Safe and Free Florida, Support Our Constitution, Sun Sea Smiles, Take Stock in Children, Paddle Florida, Orlando City Soccer Club, Dogs Making a Difference, Ducks Unlimited, Dan Marino Foundation, and Pan-Hellenic Sorority or Fraternity plates.

• Establishes fee distribution requirements directing annual use fee proceeds to designated nonprofit organizations for specific charitable, educational, conservation, and community development purposes.
