Creates the Financial Literacy Program for Individuals with Developmental Disabilities within the Department of Financial Services to promote economic independence and financial literacy.

Department shall develop and implement the program in consultation with public and private stakeholders, including banks, credit unions, savings associations, and savings banks.

Program provides information and education to individuals with developmental disabilities on topics including money management, credit, homeownership, taxes, banking services, retirement planning, fraud prevention, and impacts of earnings on federal and state benefits.

Department must establish a website clearinghouse and publish a brochure describing the program; participating financial institutions may distribute copies and provide hyperlinks to the program website.

Appropriates $137,234 in nonrecurring funds from the Insurance Regulatory Trust Fund to the Division of Consumer Services for fiscal year 2015-2016; act takes effect January 1, 2016.
