HB 7087 Summary

• Amends section 20.25501 to establish administration and funding procedures for the Administrative Trust Fund, Environmental Laboratory Trust Fund, Working Capital Trust Fund, and Federal Grants Trust Fund within the Department of Environmental Protection.

• Creates the Minerals Trust Fund (s. 376.41) and Air Pollution Control Trust Fund (s. 403.0874) under Department of Environmental Protection administration, with provisions allowing fund balances to carry forward annually.

• Modifies section 403.1832 to allow the department to deposit restricted contractual revenue from private and public nonfederal sources into the Grants and Donations Trust Fund for grant and donor agreement activities, and authorizes transfers of federal grant appropriations to the Federal Grants Trust Fund.

• Revises Solid Waste Management Trust Fund distribution percentages by reducing mosquito control funding from 14 percent to 11 percent and increasing solid waste management grant program funding from 37 percent to a minimum of 40 percent.

• Takes effect July 1, 2015.
