CS/CS/HB 7091 Summary

• Establishes the Florida Center for Students with Unique Abilities within the University of Central Florida to coordinate and oversee Florida Postsecondary Comprehensive Transition Programs (FPCTPs) statewide.

• Authorizes eligible institutions (state universities, Florida College System institutions, career centers, charter schools, and participating independent colleges) to offer FPCTPs providing degree, certificate, and nondegree programs for students with intellectual disabilities ages 18-26.

• Requires institutions to submit applications to the center for FPCTP approval with specific components including program design, integration with nondisabled students, business partnerships, performance indicators, and 5-year enrollment plans; initial approval valid for 3 academic years with renewal for additional 5 years.

• Mandates annual reporting by institutions on recruitment, retention, completion rates, and employment outcomes; requires the center to submit annual reports to the Governor and Legislature by October 1 beginning in 2015.

• Exempts students receiving Social Security Disability Income or Supplemental Security Income due to physical or mental disorders from tuition and fees at workforce education programs, Florida College System institutions, and state universities.
