CS/HB 7095 Summary

• Expands eligible disabilities for the Florida Personal Learning Scholarship Accounts Program to include autism spectrum disorder, cerebral palsy, Down syndrome, intellectual disability, Prader-Willi syndrome, spina bifida, Williams syndrome, and muscular dystrophy, plus high-risk children in kindergarten.

• Authorizes program funds for tuition at eligible postsecondary institutions, instructional materials, curriculum, specialized services, testing fees, and contributions to Florida Prepaid College plans.

• Establishes account closure procedures requiring remaining funds to revert to the state upon student ineligibility, non-enrollment, graduation, or other specified conditions, with parent notification required.

• Allows parents of students without an IEP to request school district evaluation and IEP development, with funding amounts adjusted based on the student's matrix level of services.

• Increases eligible nonprofit scholarship-funding organization administrative expense allowance from 3% to 5% of total payments, prohibits use for lobbying, and requires refund of application fees if student determined ineligible; modifies Prepaid College Board procedures to track and segregate scholarship contributions separately.
