Makes criminal history records approved for nonjudicial expunction under s. 943.0584 confidential and exempt from public records requirements under s. 119.07(1) and Article I, Section 24(a) of the State Constitution.

Makes criminal history records related to withheld adjudication that are court-ordered expunged under s. 943.0585 confidential and exempt from public records requirements, with limited disclosure allowed to specified entities for licensing, employment, and criminal justice purposes.

Makes criminal history records related to withheld adjudication or nonviolent misdemeanor conviction approved for nonjudicial sealing under s. 943.059 confidential and exempt from public records requirements, with limited disclosure to specified entities for licensing, employment, and criminal justice purposes.

Establishes that all three public records exemptions are subject to the Open Government Sunset Review Act and shall be repealed on October 2, 2020, unless reviewed and saved from repeal through reenactment by the Legislature.

Takes effect on the same date as HB 7105 or similar legislation relating to expunging and sealing of criminal history records, if adopted in the same legislative session and becomes law.
