Creates section 189.057, Florida Statutes to establish a public records exemption for personal identifying information and health information held by the Department of Financial Services or contracted providers related to capital recovery reports.

Exempts such personal and health information from public records requirements under Florida Statutes section 119.07(1) and Article I, section 24(a) of the Florida Constitution.

Allows the Department of Financial Services and contracted providers to share the confidential and exempt information with each other, and to release information presented solely as numerical data or denial rates without disclosing personal identifying or health information.

Subjects the exemption to the Open Government Sunset Review Act and automatically repeals the exemption on October 2, 2020, unless the Legislature reenacts it.

Takes effect contingent upon CS/HB 7115 or similar legislation establishing hospital capital recovery practices becoming law in the same legislative session.
