Creates s. 327.4107 to prohibit vessels at risk of becoming derelict from anchoring, mooring, or occupying Florida state waters.

Authorizes Fish and Wildlife Conservation Commission officers and specified law enforcement agencies to determine a vessel is at-risk if it is taking on water without effective dewatering, has unsealed compartments, has broken loose from anchor, or is aground or partially sunk.

Establishes violations as noncriminal infractions enforceable by citation mailed to vessel owners, with civil penalties of $50 for first offense, $100 for second offense (30+ days later), and $250 for third or subsequent offenses.

Exempts vessels moored to private docks or wet slips with owner consent for repairs from these prohibitions.

Takes effect July 1, 2015.
