Removes public records exemption for identifying information of family members or others living in homes of children whose deaths resulted from verified abuse or neglect reports.

Expands public records exemption to include identities of deceased children (when death not from abuse/neglect) and surviving siblings, family members, or others in their homes.

Makes portions of committee meetings where exempt information is discussed closed to the public and requires recordings of closed meetings to remain exempt from public records requests.

Permits confidential information sharing between State and local committees, with governmental agencies, and with Department of Health-authorized researchers under privacy agreements.

Makes unauthorized disclosure of exempt information a first-degree misdemeanor; extends sunset review repeal date from October 2, 2015 to October 2, 2020.
