Florida applies to Congress to call a constitutional convention under Article V for the sole purpose of proposing amendments to limit corporate personhood for campaign finance and political speech, and to declare that money does not constitute speech and may be legislatively limited.

The application responds to concerns raised by the Citizens United v. Federal Election Commission (2010) Supreme Court decision, which removed restrictions on independent political spending.

This is a continuing application that remains in effect until two-thirds of all state legislatures apply for a convention with the same limited purpose.

Florida desires convention delegates be comprised equally of state and local elected officials or individuals selected by election in each congressional district, with all current and former federal officeholders prohibited from serving as delegates.

The resolution is automatically revoked and withdrawn retroactively if used to call or conduct a convention for any purpose other than the stated campaign finance and political speech amendment goal.
