Authorizes the City of Jacksonville to pay $3.3 million in compensation to the Aubrey Javaris Stewart Special Needs Trust for injuries sustained when a city-owned tree limb fell and crushed 15-year-old Aubrey Stewart on June 27, 2011, leaving him paralyzed

Payment structured in installments: $1.2 million (minus Medicaid liens) by the first November 1 after passage, followed by $1 million one year later, $600,000 the following year, and $500,000 in the fourth year

The City of Jacksonville had received four prior complaints about the dangerous condition of the tree between September 2010 and May 2011 but failed to address the hazard until after the accident

Limits attorney fees, lobbying fees, costs, and similar expenses to no more than 25% of the amount awarded under the act

Requires repayment of all unreimbursed Medicaid payments to the Agency for Health Care Administration before any funds are disbursed to the claimant
