Appropriates $1.8 million from the General Revenue Fund to Wendy Smith and Dennis Darling, Sr., parents of Devaughn Darling who died during football preseason training at Florida State University on February 21, 2001.

Represents the remaining unpaid portion of a $2 million settlement agreement between the parents and Florida State University, with the Division of Risk Management having already paid $200,000 under statutory limits.

Directs the Chief Financial Officer to issue a warrant to the parents for the $1.8 million appropriation.

Limits attorney fees, lobbying fees, costs, and other similar expenses to a maximum of 25 percent of the $1.8 million award.

Establishes that the total compensation from both the Division of Risk Management payment and this appropriation shall be the sole compensation for all present and future claims arising from Devaughn Darling's death.
