Appropriates $800,000 from the General Revenue Fund to the Department of Children and Families for compensation to L.T. for injuries and damages resulting from negligence by department employees.

Directs the Chief Financial Officer to establish a special needs trust administered by an institutional trustee of L.T.'s choosing, which terminates on her 30th birthday with remaining principal reverting to her or her heirs.

Waives all state lien interests resulting from treatment and care of L.T. related to the incidents described in the bill.

Limits total attorney fees, lobbying fees, costs, and similar expenses to 25 percent of the total amount awarded under the act.

Declares the $800,000 payment plus a prior $200,000 settlement (totaling $1 million) as sole compensation for all present and future claims arising from the factual situation described.
