Appropriates $350,000 from the General Revenue Fund to purchase an annuity for Clinton Treadway, who was wrongfully incarcerated for 7 years and 25 days after conviction on February 6, 2006, with his conviction vacated on July 3, 2012.

Requires the Chief Financial Officer to purchase an annuity with a term of at least 10 years that cannot be sold, discounted, or used as loan security, with beneficiary provisions for continued disbursement upon Treadway's death.

Directs the Department of Legal Affairs and Department of Law Enforcement to immediately expunge Treadway's criminal record related to his wrongful conviction and waives all expunction fees.

Waives tuition and fees for up to 120 hours of instruction at Florida career centers, colleges, or state universities if Treadway meets admissions requirements and maintains satisfactory academic progress.

Requires Treadway to execute a release discharging the State of Florida, its agencies, and the Sheriff of Polk County from all present and future claims, making this compensation the sole remedy for his wrongful arrest, conviction, and incarceration.
