Authorizes the City of Tampa to appropriate and pay $17,828,800 to Ramiro Companioni as compensation for injuries sustained from a November 22, 1996 motorcycle accident caused by negligence of a city employee operating a Water Department truck.

Establishes that attorney fees, lobbying fees, costs, and similar expenses may not exceed 25 percent of the $17,828,800 award.

Declares that the City of Tampa's payment under this act, combined with the $100,000 already paid under sovereign immunity limits, constitutes sole compensation for all present and future claims arising from the accident and injuries.

References a March 26, 2004 jury verdict that found the City of Tampa 90 percent at fault and Mr. Companioni 10 percent comparatively negligent, with damages determined at $17,928,800 plus 7 percent annual interest.
