Appropriates $5,076,543.08 from the General Revenue Fund to compensate C.M.H. for injuries sustained due to Department of Children and Families negligence.

Remaining funds after attorney fees, costs, and lobbying expenses shall be placed into an irrevocable trust for C.M.H.'s exclusive use and benefit.

Limits attorney fees and lobbying fees relating to this claim to no more than 25 percent of the total amount awarded.

Designates the total payment (including the $100,000 already paid by the Division of Risk Management) as sole compensation for all present and future claims arising from the factual situation described.

Directs the Chief Financial Officer to draw a warrant for $5,076,543.08 from the Department of Children and Families funds in the State Treasury.
