Authorizes the Palm Beach County School Board to appropriate $994,034.30 to compensate Altavious Carter for injuries sustained when a school bus struck his vehicle on December 15, 2005.

Carter, then 14 years old, suffered a broken neck at the C6 level, spinal cord damage, and underwent spinal fusion surgery after being struck by a bus driven by Dennis Gratham traveling 48.5 miles per hour.

Establishes that the $994,034.30 payment, combined with the statutory limit of $100,000 under Florida law, constitutes full compensation for all present and future claims related to the incident.

Limits attorney fees, lobbying fees, costs, and related expenses to a maximum of 25 percent of the total amount awarded under the act.

Takes effect upon becoming law.
