Kevin Colindres, who was severely autistic and intellectually disabled, died on January 5, 2007, after City of Miami police officers violated their training by aggressively restraining him prone on the ground for more than 10 minutes, causing him to asphyxiate

Police officers failed to check vital signs, administer CPR when Kevin stopped breathing, and properly alert fire rescue, all in violation of department policies and procedures

An arbitrator awarded the estate $2.75 million; the city has already paid $200,000 pursuant to statutory liability limits and has private insurance to cover claims exceeding $500,000

Attorney fees, lobbying fees, costs, and similar expenses are capped at 25 percent of the total amount awarded under this act
