Authorizes Central Florida Regional Transportation Authority to appropriate $3 million to compensate Sharon Robinson (individually and as guardian/estate representative) for the November 4, 2010 death of her son Matthew Robinson and injuries to her son Mark Robinson caused by a Lynx bus driver's negligence.

Requires the $3 million payment be distributed as follows: $58,529.34 for attorney fees (3% of first $1 million, 2.5% of remainder), $821,838.99 to Sharon Robinson as mother, $61,250.00 to Warren Robinson as father, and $1,308,481.67 to Mark Robinson in a protective trust structure.

Specifies that the $3 million payment combined with the $200,000 already paid by the authority under Florida statutory liability limits constitutes full compensation for all present and future claims arising from the incident.

Caps total attorney fees, lobbying fees, costs, and related expenses at 25 percent of the $3 million award.

Takes effect upon becoming law.
