Allows veterans who have been certified as permanently and totally disabled from a service-connected disability by the VA or U.S. Armed Forces to use VA Form Letter 27-333 (or equivalent) issued within the last 12 months instead of a certificate of disability when renewing disabled parking permits

Extends the same alternative documentation option to veterans seeking replacement permits for lost or stolen disabled parking permits

Removes outdated language referencing "Beginning October 1, 2012" from the permit renewal provisions

Eliminates a previous provision that required disabled veterans with 50% or greater service-connected disability ratings to still provide a signed physician's statement for disabled parking permits

Effective date of July 1, 2015
