Creates the "Florida Competitive Workforce Act" to add sexual orientation and gender identity or expression as protected classes under the Florida Civil Rights Act of 1992

Prohibits discrimination based on sexual orientation, gender identity or expression, or the perception of these characteristics in employment, housing, public accommodations, and public food/lodging establishments

Defines "sexual orientation" as actual or perceived heterosexuality, homosexuality, or bisexuality, and "gender identity or expression" as gender-related identity, appearance, or behavior regardless of assigned sex at birth

Applies protections to employers with 15 or more employees, employment agencies, labor organizations, housing transactions, real estate financing, and private clubs with more than 400 members

Includes exemptions for religious corporations, associations, educational institutions, and societies, and explicitly preserves free exercise of religion protections under federal and state constitutions
