Prohibits commissioners appointed after July 1, 2015, from serving more than two consecutive 4-year terms.

Bars elected officials from serving on the commission for 2 years after leaving office.

Creates five districts aligned with Florida's five state district courts of appeal, requiring one commissioner to represent each district and be a resident thereof.

Updates procedures for filling commission vacancies beginning in January 2017, 2018, and 2019 to align with the new district-based appointment system.
