Authorizes school superintendents, with school board approval, to designate employees or volunteers as "school safety designees" who may carry concealed weapons on school property if they are military veterans, active military members, or current/former law enforcement officers in good standing

Requires school safety designees to hold a concealed weapons license, complete a school safety training program developed by the Criminal Justice Standards and Training Commission by January 1, 2016, and undergo level 2 background screening every 5 years

Mandates school boards to develop policies for managing active-shooter and hostage situations, with procedures developed in consultation with local law enforcement agencies

Requires district school boards and private schools to allow local law enforcement agencies to tour school campuses at least once every 3 years for safety assessments, with all recommendations documented

Appropriates $157,927 in nonrecurring funds to the Department of Law Enforcement for the Criminal Justice Standards and Training Commission to develop the required training curriculum
