Prohibits electronic benefits transfer (EBT) cards from being used to purchase any alcoholic beverage, replacing previous restrictions on specific vendor types.

Allows licensed malt beverage manufacturers to obtain vendor's licenses to sell directly to consumers on brewery premises, with up to 8 vendor's licenses permitted per manufacturer.

Authorizes manufacturers, distributors, and importers of malt beverages to conduct tastings at on-premises establishments and certain off-premises locations with specific requirements for serving sizes and container types.

Permits malt beverages to be packaged in growlers (32, 64, or 128 ounce containers) filled at point of sale by licensed manufacturers with vendor's licenses, quota license vendors, and certain other licensed vendors.

Limits craft distillery consumer sales to face-to-face transactions with maximum purchases of 2 containers per branded product, prohibits shipping distilled spirits to consumers, and requires the Department of Transportation to install directional signs for requesting craft distilleries at their cost.
