Establishes the Financial Literacy Program for Individuals with Developmental Disabilities within the Department of Financial Services to promote economic independence and employment of individuals with developmental disabilities.

Requires the program to provide information and education on financial management, benefit programs, job training, and the impact of earnings on federal and state benefits for individuals with developmental disabilities and their employers.

Mandates that the Department of Financial Services create a website clearinghouse and publish a brochure describing the program.

Requires qualified public depositories (banks, credit unions, savings associations, and savings banks) to distribute the department's brochure at their locations and provide a hyperlink to the program website on their own websites within 90 days of publication.

Appropriates $63,664 in recurring funds and $73,570 in nonrecurring funds from the Insurance Regulatory Trust Fund to the Department of Financial Services, along with one full-time position, effective January 1, 2016.
