Proposes constitutional amendment to Section 4, Article VI to automatically restore voting rights and right to hold public office for certain convicted felons upon completion of sentence.

Felons convicted of sexual offenses or homicide must have civil rights formally restored before regaining voting rights and eligibility to hold office.

Felons convicted of any other felony automatically regain voting rights and eligibility to hold office upon completion of their sentence.

Individuals adjudicated mentally incompetent regain voting rights and eligibility upon removal of the disability.

Amendment requires approval by Florida electors at the next general election or earlier special election authorized by law.
