Requires the Governor to appoint the Secretary of Corrections with the concurrence of three Cabinet members, subject to Senate confirmation, and grants the Governor and Cabinet the authority to remove the secretary.

Creates the Florida Corrections Commission as an independent entity with nine members appointed by the Governor and confirmed by the Senate, with staggered 4-year terms and geographic representation requirements.

Grants the commission authority to conduct announced and unannounced inspections of correctional facilities, monitor violence and contraband, issue subpoenas, take sworn testimony, and submit annual reports to the Governor and Legislature by November 1.

Prohibits the commission from interfering in day-to-day department operations and prevents commission members from having immediate family working in the department or financial interests in department contracts.

Commission members serve without compensation but receive per diem and travel reimbursement, must hold at least six annual meetings with public access, and appoint their own executive director.
