Deletes provisions requiring Florida Highway Patrol officers to direct vehicles to fixed weigh stations within 5 highway miles upon driver request.

Allows drivers cited for exceeding weight limits using portable scales to request verification at a fixed scale, with the issuing officer required to escort the driver and attend reweighing; citation is voided if the vehicle complies with weight requirements.

Expands the Commercial Motor Vehicle Review Board from 3 permanent members to 7 total members by adding 4 appointed members: the Governor appoints one member each from road construction, trucking, and general business/legal sectors; the Commissioner of Agriculture appoints one member from agriculture.

Requires appointed board members to be registered voters and state residents with private sector business experience, serve 2-year terms, and may be removed by the Governor for misconduct, malfeasance, misfeasance, or nonfeasance.

Establishes a quorum of 4 members for board action and requires the Department of Transportation to provide video conference capability at each district office for remote hearing participation; appointments must be made by September 1, 2015, effective October 1, 2015.
