Creates the "Computer Abuse and Data Recovery Act" as part V of chapter 668, Florida Statutes, to protect business computer owners, operators, and lessees from unauthorized access to protected computers

Prohibits knowingly and intentionally obtaining information from, transmitting harmful programs to, or trafficking in access credentials for protected computers without authorization when done with intent to cause harm or loss

Allows civil remedies including recovery of actual damages, lost profits, violator's profits, injunctive relief, and return of misappropriated information, with mandatory attorney fees awarded to the prevailing party

Establishes a 3-year statute of limitations from when the violation occurred or was discovered, and provides that criminal convictions under chapter 815 create estoppel in subsequent civil actions

Exempts lawful law enforcement and intelligence activities, and does not impose liability on internet service providers, information services, or telecommunications providers for transmitting or storing third-party content
